President Manuel Solis Palma replaced seven of his 12 ministers Sunday, strengthening the government's anti- U.S. bent in the first major shuffling of Panama's Cabinet since he took power in February.
Meanwhile, electrical power to some U.S. Embassy offices and residences was cut off, apparently because utility bills have not been paid under orders from President Reagan that are designed to financially cripple military strongman Gen. Manuel Antonio Noriega, sources said.
"This is not a war Cabinet, this is a fighting Cabinet to combat U.S. economic aggression," Solis Palma said at a news conference after the appointments were announced. "This is not a Cabinet to declare war on the United States, just a Cabinet to confront aggression that we are facing."
